1 onion
Bulgarian pepper

Step 1/6
Dice the onion, chop the garlic and fry everything in vegetable oil for a minute over medium heat.

Then add finely chopped carrots and bell peppers, minced meat and mix everything thoroughly.

When the mince is well cooked, add the peeled tomatoes and pour in the broth. If there is no broth, replace it with water. Add the bay leaves and simmer the dish, covered, over a low heat until the liquid has evaporated. At the end, add chopped parsley.

Puree boiled potatoes, adding warm milk and butter. Salt to taste.

Grease the refractory form with butter. Put the minced meat in it first, first taking out the bay leaf from it, and then the mashed potatoes. Flatten the dish and place it in an oven preheated to 180 degrees.
